Nevada law prohibits irrigating decorative, nonfunctional grass with Colorado River water on non-single-family properties starting January 1, 2027. That covers HOA common areas, office parks, retail centers, apartment complexes, and street medians. Grass that nobody walks on or plays on has to go. Properties that wait until late 2026 will compete for the same contractors and the same SNWA processing windows. The conversions happening now are calmer, cheaper, and better scheduled.
Commercial Rebate Rates Raised in 2026
In 2026, SNWA raised the commercial, HOA, and multifamily rebate from $2 to $5 per square foot for the first 10,000 square feet, and from $1 to $1.50 per square foot beyond that. A 10,000 square foot conversion now carries $50,000 in rebate value. The SNWA board noted the raised rates should cover the full cost of conversion and then some. Large-Scale Conversions Already Completed
The conversions are already happening at scale. Aliante Golf Club converted 460,000 square feet of nonfunctional turf through the SNWA program, and Terrible Herbst converted more than 60,000 square feet across its gas station properties.
